Summary

The Office of Human Capital Services (HCS) Workforce Planning and Strategic Analysis (WPSA) Division oversees policy development, procedures, and programs for VBA's nationwide human resources (HR) activities. Provides effective, efficient, direction, control, and operation of VBA nationwide programs and services through coordination with the Human Resource Centers (HRC). Ensures appropriate policies and plans exist to recruit, retain, and advance VBA employees.

Duties

  • Employ statistical techniques and data mining principles to analyze HR data sets using business intelligence tools like SQL, PowerBI, and Python.
  • Develop predictive models to forecast workforce needs, identify retention risks, and anticipate skill gaps.
  • Monitor, track, and prepare data-based responses to include human capital management reporting, charts, graphs, statistical analysis to include forecasting, and narrative assessments for presentations and briefings for leadership.
  • Supports the identification of trends, problem areas, inefficiencies, and inconsistencies in operations through deep dives into existing data and through the development data warehouse.
  • Responsible for identifying the methods, processes, algorithms, tools, and systems to extract and interpret findings from varied structured and unstructured datasets.
  • Facilitate cross-departmental collaboration to support data initiatives, ensuring seamless integration and alignment with VBA’s broader goals.
  • Analyze and evaluate (on a quantitative and/or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives.
  • Design and conduct surveys and focus groups to gather qualitative data on customer satisfaction and engagement.
  • Work with teams of senior level managers, supervisors, business line staff, technical staff, contractors, and groups of experts (IT, data analysts, and training) to implement business system initiatives.

Individual Occupational Requirement (IOR) Basic Requirements:



  • Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

or

  • Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

Specialized Experience:

GS-12: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the federal service or equivalent experience in the private or public sector. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) experience using qualitative and quantitative data analysis methods to measure program performance effectively and optimize program performance; and (2) experiencein data analytics with practical hands-on experience in SQL, business intelligence software, and statistical analysis techniques; and (3) experience identifying trends, problem areas, and inefficiencies through in-depth data analysis.

There is not provision to substitute education for experience at the GS-12 grade level.

GS-13: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-12) in the federal service or equivalent experience in the private or public sector. . Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) experience using a range of qualitative and quantitative methods to assess and improve program effectiveness and streamline management processes and systems; and (2) advanced experience using analytical tools like SQL, Power Query, business intelligence platforms, and statistical analysis techniques for data-driven decision-making; and (3) experience applying various analytical methods using SQL, Excel, and business intelligence tools for complex data analysis and reporting; and (4) experience conducting comprehensive data reviews to identify actionable insights and operational challenges while adhering to legal and regulatory standards.

There is not provision to substitute education for experience at the GS-13 grade level.

Additional information

This is a Virtual Position. The selectee must report to their local VBA Regional Office a number of times currently designated by VBA policy.

Work Schedule: Regular office hours, Monday -Friday, 8:00 AM - 4:30 PM. Alternate work schedules may be available.



Physical Requirements:
The work is sedentary.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level of this position is grade GS-13.
