Background of the team and purpose of the role

Gavi, the Vaccine Alliance is a public-private partnership committed to saving children's lives and protecting people's health by increasing equitable use of vaccines in lower-income countries. The Vaccine Alliance brings together implementing country and donor governments, the World Health Organisation, UNICEF, the World Bank, the vaccine industry, technical agencies, civil society, the Bill & Melinda Gates Foundation and other private sector partners. Gavi uses innovative finance mechanisms, including co-financing by recipient countries, to secure sustainable funding and adequate supply of quality vaccines. Since 2000, Gavi has contributed to the immunisation of more than 888 million children and the prevention of more than 15 million future deaths.

In June 2019, the Gavi Board approved a new five-year strategy (‘Gavi 5.0’) with a vision to ‘leave no-one behind with immunisation’ and a mission to save lives and protect people’s health by increasing equitable and sustainable use of vaccines.



Description of Services:

Gavi’s 5.0 vision is inspired by the Sustainable Development Goals (SDGs) and aligned to Immunisation Agenda 2030 (IA2030). Routine immunisation programmes, especially in low- and middle-income countries, strengthen access to and delivery of primary health care (PHC) as a pathway towards achieving Universal Health Coverage (UHC). Immunisation also contributes to global health security and achieving 14 of 17 SDGs.

Building on successes of the previous strategic periods Gavi 5.0 has several key shifts to deliver on its mission, including:

· A core focus on unreached and under-immunised children with equity as the organizing principle;

· More differentiated, tailored and targeted approaches for Gavi eligible countries;

· An increased focus on programmatic sustainability;

· A stronger emphasis on supporting countries in prioritising vaccine introductions, including COVID 19;

· Providing limited and catalytic support for select former and never Gavi-eligible countries.


Gavi has committed to increasing immunisation coverage by supporting countries to overcome gender-related barriers to accessing immunisation services and promoting equity of access for all genders to immunisation and related health services that respond to their different needs.

Every year, the Alliance provides hundreds of millions of dollars in health system strengthening (HSS) grants and technical support to help countries strengthen their health systems and immunisation programmes, achieve sustainable improvement in the coverage and equity of immunisation with a particular focus on reaching zero dose children. The HSIS team works closely with other Secretariat teams, especially the Country Support team, and a diverse range of Alliance partners (especially WHO and UNICEF) and NGOs to help countries design and implement this support. Within the Secretariat, the team leads work with partners to develop programmatic approaches in areas including equity, supply chain, data, demand, gender, community engagement, immunisation workforce and programme management; provides hands on support to help countries and Secretariat teams design Gavi’s grants; and to monitor performance and capture and disseminate lessons learned.

Using data to inform and strengthen Gavi’s investments in health system through robust documentation and sharing lessons learnt with respect to the impact of Gavi’s investment in health systems at country and global levels is a key priority for HSIS team. This includes a large focus on using data to monitor operationalisation of key shifts in Gavi 5.0 and implementation of efforts to reduce zero dose children.


Main Duties & Responsibilities:

Specific duties include:

1. Portfolio Analysis: Work with Senior Manager, Programme Monitoring & Learning, HSIS Focal Points (FPs) and cross-cutting specialists within HSIS to conduct portfolio analysis, knowledge management and evidence generation

a. Develop and manage statistical programming code to ensure accurate, timely, reproducible, and transparent analyses to inform corporate and country-level monitoring and decision making, including automation of certain analyses.

b. Support sub-national analyses of immunisation data and perform portfolio level analyses of HSS investments by Priority Investment Areas

c. Support development and documentation of country and portfolio level case studies and lessons learnt from HSS investments across Gavi supported countries to help monitor operationalisation of key shifts in Gavi 5.0

d. Perform quantitative analysis of budgets and workplans at portfolio level


2. Work with Senior Manager, Programme Monitoring & Learning to provide analytics and data support to HSIS FPs for grant planning and monitoring

a. Assist with the triangulation of data to support the analyses of subnational data on immunisation coverage focusing on zero-dose children to support country discussions by HSIS Focal Points for grant planning and reviews

b. Support the in-country grant implementation review (Joint Appraisals and Monitoring Reviews) process in Gavi-eligible countries with data analyses related to budgets, immunisation coverage and grant performance data, as may be required


Location: Gavi Alliance HQ, Geneva, Switzerland or remote (subject to discussion)

Qualifications and work experience required:

Academic

· University degree in Public Health, Social Sciences, Health Systems or related fields is required; advanced degree in Monitoring and Evaluation is a plus.

Work Experience

· At least 1-2 years of experience with data management, analysis and interpretation. Experience with M&E of public health programmes strongly desirable.

· Demonstrable experience in data analytics is required (both qualitative and quantitative);

· Proven experience working in diverse, multi-partner environments; experience of working in both public and private sectors is an asset.

Skills/competencies

· Demonstrated ability to synthesise information and present/package it in a simple, coherent fashion.

· Excellent ability to work with Microsoft Office suite with high level of competency in MS Excel.

· Strong working knowledge of R software for data management and basic analyses (e.g., tabulations, summary statistics, bivariate correlations), or advanced knowledge of other data science programming languages like Matlab or Python and a willingness to learn R.

· Compelling oral and written communications;


Languages:

· Written and spoken fluency in English;

· Fluency in French strongly desired;


Duration of Assignment: Six months, from May 2023 to November 2023
